[CLI] Add a config file for the CLI

Problem or use case

At the moment the CLI installation only fit one use case, the default one.

1. The /utils will always be installed in /src. But you could want to set it somewhere else (e.g. in a /shared for DDD)
2. Not possible to configure/change default offered directory for components (is always /components)

Proposed solution

Add a untitled.config.ts file or whatever other form of configuration to allow these customization.

Alternatives considered

Installing all components by manually.
