can not write generic functions for start non-terminals #2500

Describe the feature request
Would like to be able to write start[&T] not only for predictability and consistency with "normal" parameterized non-terminals but also such that generic code can be written against parse trees of start non-terminals.
- the syntax of Rascal does not allow this yet
- subtype, lub and glb do not support this in
NonterminalType - the checker since rewrote subtype semantics of start to simulate the semantics of the interpreter. Fixes #2496 #2499 is ready for this
