Add/improve support in PAGER for addition of data from FEMA HAZUS model.

• Create twoPAGER/backPAGER with HAZUS information

Questions:

• Add other JSON data files to be potentially rendered on event page?
• automatically email results to end-users, or continue to do manually?
• Do we have enough sample results from HAZUS to be confident about the incoming data format?
