Revamp distance to polygon calculations

New strategy:

1. rasterize the 4 tectonic environment polygons into a 1 km grid.
2. Read a window around the epicenter; make the width a function of largest distance that could affect probabilities based on the settings in select.conf.
3. Compute distance as minimum distance points for each of the tectonic environments.
