Define expected behavior of automated runs when there is an untestable or a negative side effect

Confirm if the bot carries forward the designation of "untestable". Check what happens with side effects too.

Hi @mcking65 , I will be modifying the name of this task from confirm behavior of automated runs when there is an untestable to: Define behavior of automated runs when there is an untestable or a negative side effect.

We checked internally and the current behavior for each is as follows:

1. Negative side effect are being copied in automated runs.
2. Untestestable are not being copied in automated runs.

We think the next steps is to discuss during the CG meeting what the expect behavior should be for both of them. We wonder if an automated system make a decision on these two.
