Add standard language enablement labels

We can add standardized language enablement labels to this repo, so that we can add links to issues in this repo from the Japanese Script Resources document easily.

If the repo has substantive discussions about topics, rather than just editorial comments and discussions, then i think we do need to use the appropriate labels. We probably also need to link the repo discussions into the notification process, so that discussions appear in the digests.

Hello @xfq, what is the "standardized language enablement labels"? Are they labels attached to GH issues to classify them?

@kidayasuo there are several categories of issue labels like at jlreq - yellow i: for text layout category, red x: for target spec or browser.

Yes, I mean the labels corresponding to each column in the language matrix, which are used in all other lreq repos.
