Work Item: Cryptgraphy usage in Web Standards

As we said in our last meeting. there is a need to write a Group Note on the usage of cryptographic algorithms, also because of post-quantum transition, in web standards.

We received a request.

For supporting PQC algos in XML-Signature, people requested @d3e3e3 to add HSS/LMS, ML-DSA, SLH-DSA, and
ML-KEM. Any feedback from @verocri, @SamuelSchlesinger, @jaromil, @andrea-dintino? (also related to w3c/strategy#484, good if we solve the question w/o a workshop)
