Determine when robotPeriodic is used

From reading the documentation it appears that it always runs regardless of mode. In that case, during autonomous and teleop are we calling core.executeUpdate() twice?

Run some tests and update our documentation.

At some point this season I did determine that we are indeed calling the update function twice. I will roll the fixes I made into the framework this offseason along with my other changes.
