I would say

1. The workflow description is under a Free or Open Source license
2. Real-world data is provided; full size. Freely available from a public repository (or can be uploaded to Zenodo, Data Dryad, or similar)
3. The results of running the workflow with that data are also provided and archived
4. Versions of the software used are recorded; ideally with specific software containers available for free

Optional:

1. Recommended system resources to run
2. How long to expect the run to last
3. Cut-down data for quicker testing, along with expected results for those subsets.
4. Explanation for non-experts of what the workflow does and its purpose
5. The workflow is stored on WorkflowHub.org or Dockstore.org (or can be uploaded there)
6. Ideally the workflow outputs are computationally reproducible (byte-identical); or can be made so with only minor changes
7. The software containers don't use ENTRYPOINTs
