Classic warrior sim doesnt cast bloodthirst or WW #159

Describe the bug
Classic warrior sim doesn't show bloodthirst or whirlwind in the results, despite being in the rotation. This is the default rotation
To Reproduce
Steps to reproduce the behavior:
- Go to '...'
- Click on 'Simulate'
- Click on 'Results'
- See there is no bloodthirst or whirlwind casts
Expected behavior
Bloodthirst should be top prio when boss is above 20% hp, so it doing 0 casts of it seems like an error

Additional context
There might also be an issue with heroic strike, since it seems to sim higher if you disable the action
