Update README, create CONTRIBUTING docs

Per the note at #2 (comment), it seems that the broader contributing community that has not been historically involved with the project are struggling to understand the best way to work on the project (and where.) Also the README is rather dated and could probably stand to transition to Markdown (or similar) and provide some information about the maintainers, and a reference to the CONTRIBUTING doc.

You're absolutely right.
This module has been mostly used for a "professional services" purpose for the last 3 years.
It's been contibuted on github mostly for sharing and in an attempt to transfer it to OCA where contributions on odoo modules are made easier. For several (and silly) reasons, this is stalled...

Now we have a renewed and recent community interest for this work we're likely to make it cleaner.

You're very welcome to make your contribs on the bitbucket project

Yeah, the README in the master branch is quite dated... However, we have greatly improved it during the OCA submission a few months ago; here is the latest one: https://github.com/xcgd/auth_saml/tree/github_odoo9

There is also a sphinx doc, with in particular, https://github.com/xcgd/auth_saml/blob/github_odoo9/doc/getting_started.rst.
