Edit Mode scoped Libraries

It would be nice to have a css library that could be scoped for just edit mode. This would allow stacks to load frameworks efficiently inside Edit Mode.

i've moved this feature to the new bug-list. and i'd really like your thoughts and feedback. i want to make sure this feature request is limited in scope -- and not just a gateway drug to shared/global CSS templates.
