feat: put already voted opinions at the bottom of the "Discover" algorithm and add My Votes filter #360
Description
- tweak the comment endpoint to personalize it based on the user: show the ones that the user haven't responded to first (still ordered by "comment priorities" the same way it is other than that). Basically that means that when users have already voted on something it appears lower in the list of opinions.
