multiple SPF records

Multiple SPF records for a domain are marked as an ERROR. Since multiple SPF records affect only mail services I would propose this to trigger WARNING instead an ERROR.

This needs to be addressed in the specification for Zone11 (currently being overhauled: see zonemaster/zonemaster#1415).
