cleanup old batch jobs from azure #12
Description
on an interval or when we schedule new jobs we can take the opportunity to schedule old jobs to be removed.
Noting there are blob storage removal polices for job logs and artifacts that are older than 30 days, so ideally we align to that policy to leave jobs in azure batch and their logs and artifacts in blob storage for inspection.
