This PR adds new functionality to the lglpy package of Python tools, specifically aiming to replace the per-layer android_install.py with a more capable common version that is the equivalent of the script we ship in Streamline for managing the Arm Performance Advisor layer driver (but without the Streamline specifics such as managing gator).
