Add parameter to send output file to external bucket

This PR adds a new parameter --publish-bucket to send the output file to an external bucket. This is very similar to the option included in hyp3-autorift.

Eventually, if other plugins need this option we could to make a PR to hyp3-lib.

Can you describe how you anticipate using this feature?

I want to reuse multiburst products with hyp3-mintpy pulling from a bucket in the volcsarvatory deployment (I also opened a PR for hyp3-mintpy). Similarly as it's done between hyp3-autorift and its-live-monitoring. My idea is to upload the product when --publish-bucket is defined. I made some tests using the volcsarvatory-data-test bucket:
