- Add missing static_assert to prevent running with invalid parameters
- Move several parameters from preprocessor define to constexpr
- Make some optimizations AMD performed optional, since they actually decrease speed on CPU
- Fix using wrong preprocessed value in RTC in NeighboursFinder
…f constexpr, to avoid preprocessing the RTC code
