This PR includes the two previous PRs #191 and #192, and adds a new module that uses those updates to efficiently process layer depths just for soma locations, robust to various types of failures.
@MatthewMallory this is rebased onto dev now (slightly nontrivial for the snap_polygons update). The other PRs could be updated to the new rebased branches on my fork and merged first, or this could be merged all at once.
