Kernel 5.15+ started differentiating .ndo_do_ioctl for non-timestamp-related ioctls and .ndo_eth_ioctl for timestamp-related ioctls.
Without this fix, SIOCSHWTSTAMP ioctls do not work on kernels 5.15+.
