Updating samples to more recent model (gpt-5-mini) and rebundling for main branch

Purpose

There are several improvements to the samples included in this pull request:

• Update the samples to using gpt-5-mini, this is a more current model
• Enable the bundling script to overwrite
• Re-bundle the samples (rebuild the arm template & zip package)
• Remove some old deployment code under the ai-loan-agent
