Не пробовал создать application.yaml файл?
Сейчас properties считаются уже устаревшими, поэтому в основном на реальных проектах используются именно yaml файлы, попробуй заиспользовать его вместо текущего

А ты не использовал миграцию liquidbase для заполнения базы нужными таблицами для приложения?
