- describe what could or should be open source (the specification, a reference adapter, ...

This pull request introduces a Building Block to enhance the efficiency of automotive integration testing on SiL, HiL and testbed.
The purpose is the introduction of a "Neutral Configuration Layer" for the virtualization part of a test environment (see commit content).
