Convert from setup.py to pyproject.toml and fix dynamic versioning

Dynamic versioning hasn't been working since an update to setuptools_scm.
Convert project to setup.py to pyproject.toml and set dynamic versioning correctly

Converting wasn't strictly necessary but setup.py has been deprecated for some time
