Upload artifact v7 paired with download artifact v6

actions/upload-artifact is bumped to v7 but the corresponding actions/download-artifact remains at v6 in build-m1-wheel.yml (line 100) and build-test.yml (line 145). download-artifact@v7 was released alongside upload-artifact@v7 as the matching pair. While default zipped uploads may still work, keeping these in sync avoids potential compatibility issues and ensures both actions share the same runtime and API expectations.
