I realized after merging the last PR that, when I update one of our internal stacks to remove a test user I added, the test user won't be removed when the stack is updated, because the implementation only removed users when the custom resource was being removed altogether. This should fix that by looking for users that exist with access to a database that are not part of the enumerated users in the input and removing any that are found.
