Integrates libocpp v0.31.1 into lib/everest/ocpp

This contains the libocpp source code from its last v0.31.1 release.

This version of libocpp can be found at https://github.com/EVerest/libocpp/releases/tag/v0.31.1

Follow-up PRs will setup export of the ocpp library into a (readonly) repository for external building
