File Storage on Tools

There is interest in having a generic system of storing and managing files on tools. These are files that are separate from what is now called the "Job History" which is an immutable record of what the tool has actually done.

Some attributes of such a framework are listed below:

• Should not have to go through the job submission process to get a file onto the tool
• Files should be editable in place
• Files should be organized in some kind of folder structure, with folders and categories that can be created, moved around, nested, etc.
