Implements a
firetail_disabledirective which is currently only valid at thehttpblock, which allows disabling FireTail by default so it is only enabled on locations which use thefiretail_enabledirective.This can be expanded upon later so we could have
firetail_disablein server or location blocks, andfiretail_enablein server blocks too.Issue ticket number and link
