Based on #52.
Implements #11 (naively).
./manage.py match_lobbyregcreates a mapping betweenEntityandLobbyRegisterPerson, caches it in Entity.Persons which have sent Opinions on Laws are marked with a "!" Badge, with a title mentioning a Person with the same name is listed in the Lobby register.
(This currently happens 0 times using data from only the current LLP, will be interesting to see what happens with old LLPs)
