fix: increase the message delivery reporting interval upon repeated failed requests

Goal

Closes REACT-637

Fixes:

• keep the order of reported channels on retries
• increases gradually timeout for retries of failed requests up to 8 seconds where it is kept until a successful response is returned, when the throttling window size is returned back to 1 second
