Moving design-checklist.md to design/README.md so design documents can be put under one directory.

To propose a design document

• Switch to the design branch
• Add your file under the design directory (by going to the main repository page, Add File -> New File and when entering the name enter design/<name>.md)
• Commit your file with the option to create a new branch. Give your new branch a name.
• Fill out your pull request
• Go back to the repository page and switch to your new branch
• Go to the design/README.md file and edit it so that the checkbox for the design document you created is checked (replace the [ ] with [X])
• Commit your edits directly to your branch

When to merge this

This PR is to be merged when the design documents checklist is complete.
