This add an optional "Revised" date to suit the needs of ToSC. It would be passed by hotcrp, but I'm not sure how to organize the date in the hotcrp fork because it only really applies when it is submitted to one hotcrp, gets a "Major revision" decision, and gets resubmitted to another HotCRP. In this case we expect the "revised" date to the date it is submitted to the second hotcrp, and the "submitted" date is the date of submission to the first HotCRP.
