What is the Technical Steering Committee?

The Technical Steering Committee (TSC) provides recommendations to ensure that decisions made either on-chain or off-chain for Cardano development are based upon sound technical awareness and best practices, in order to ensure the security and sustainability of Cardano.

The scope of the Technical Steering Committee is primarily focused on core infrastructure, including the Layer 1 protocol, critical tooling to support the operation of Cardano (including disaster recovery and chain following), and essential infrastructure to support Layer 2 development.

Which topics does this committee cover?

The committee's duties are expected to include:

  1. Coordinating major integrations and technical events, such as hard forks or releases, when brought to (or raised by) the Technical Steering Committee or which are connected to repositories within Intersect’s stewardship.
  2. Recommending improvements to protocol parameter settings:
    Reviewing existing protocol parameter settings, providing advice and making recommendations on changes, recommending initial settings for new protocol parameters and preparing on-chain protocol parameter upgrade governance actions.
  3. Overseeing network and implementation security for core Cardano, maintaining a register of security concerns, coordinating responses to security issues, organising a bug bounty programme (jointly with the Open Source Committee), and defining and coordinating disaster recovery procedures.
  4. Reviewing technical recommendations related to Cardano from other committees, such as the Open Source committee, Product committee, Growth and Marketing committee and others, where formally requested.
  5. Collaborating and providing technical inputs in the creation of a proposed long term vision and an annual roadmap for Cardano (to be then proposed on-chain), including ensuring the feasibility of implementation of the roadmap, and that technical, security and long-term sustainability concerns are properly addressed.
  6. Wherever relevant and applicable, and where Intersect have formally requested, supporting proposals administered by Intersect with technical feedback and/or guidance.
  7. Overseeing Working Groups with the purpose of reviewing the technical work on Cardano, including ledger, consensus, networking, release, layer 2, and other core Cardano technologies, ensuring that technical and security concerns are properly addressed.
  8. Providing content and organising open-forums to educate and inform the broader community about relevant information on Cardano node and other related technical work.

The committee observes Intersect's Membership Code of Conduct.
