JBR-7442 move AllowEnhancedClassRedefinition capabilities override to use sites

The original issue was manifesting again in JBR25, an inspection showed the fix commit did not make it into the branch. I've cherry picked the original commit, fixed conflicts, and confirmed the original issue is once again fixed in a test harness.
