Long list of changes: * Corrected problems with Kopernicus 1.3.1-3 * Introduced localization * Rearranged folder layout for consistency with other Kopernicus projects
Used a % instead of # for jbLOC tag
Changed dictionary to UTF-8 to support special characters, went over the config one more time for errors.

Did some re-arranging to conform to other planet pack releases, added localization, fixed things up for current editions of KSP and Kopernicus.
I took an interest in this when GregroxMun tried to make "Jool Space Program" but ended up using Kerbin's biome map. Then I remembered you did this project a long time ago.
