What are violations? And what are the possible consequences?

A violation would be any behavior, action, or communication that infringes on one of the ideals stated in the pledges. Consequences would depend on severity and repetition of any offenses but would go up to revocation of membership-from- and ability-to-reapply-to- any and every role within the project. I don't think the consequences need to be stated outright because there's a lot of ground to cover between "talk to someone about their behavior" and "revoke membership".

I think this is an eminently reasonable code of conduct.
This pull request adds a code of conduct to the official mKTL documentation. The contents are largely copied from the code of conduct for the PypeIt project.
