pytest success with 3.11, 3.12 and 3.13

It's frustrating ; conda environments for Python 3.12-3.13 work beautifully on my machine but fail violently on Github ; this may be bc it is using miniconda and not the broader anaconda. Currently downgraded to 3.11 (as it was before) to see if that will solve it. It looks like it is able to create the environment now, but I'd like to know why it can't with 3.12 at least (which is not THAT new) |

Lifted restriction on SciPy and upgraded to Python 3.13.x . Tests work with all version 3.11 to 3.13.
