Prompt starters should be tenant‑aware and auto‑generated
Changes
Store prompt suggestions as a tenant→meta map in ui.prompt_suggestions, return tenant‑specific suggestions from /api/config with TTL refresh, and keep default suggestions as the fallback entry.
