To implement something like API Key auth via the headers, the create context needs access to the authorization header from the incoming request.

This PR sets things up so you can return a ServiceUser or a User (interactive user) from the createUser function in the context factory.

NOTE: making this draft for now, it may be useful in the future, but for now we've decided to use an Azure service principal instead of the ApiKey
