What this PR does / why we need it:
Points the default trace exporter for the project at an Open Census agent instance running in the cluster.
Brought in the dependencies, changed the trace utilities to point to the OC agent, and included the manifests needed to host the OC agent.
Images below show the same traces exported from the OC agent into both Stackdriver and a Zipkin instance:
