I noticed that the Contributing Guidelines contained instructions on generating the documentation site that was not consistent with this repo's readme. So I updated the article to include the current steps needed to get the doc site running.
I also made some changes to improve the general readability of these guidelines. I mostly focused on reducing redundancy, adjusting flow, and explaining the purpose of certain sections. Here's an example of those changes.
