This fixes a few warnings in Ruby 3.4 about future changes to frozen string literals.
Drops support for EOL versions Rails 7.0, Ruby 3.0 and 3.1.
Our rubocop automated lint diffing fails on this PR because of the control characters in
test/utf8_encoding/control_characters_test.rb, but the file itself rubocops OK, and this PR introduces no new warnings.
