Relies on NeotokyoRebuild/neo#1615

This PR includes material fixes for visual consistency and reduced shininess
Many unanimated props have also been recompiled with prop_static support

Oilstain:

  • Added parallax corrected cubemaps to some areas
  • Cleaned up vis
  • Made lots of props static

Rise:

  • Added parallax corrected cubemaps to most areas
  • Made lots of props static

Rogue:

  • Changed the APC to use neo_worldpos_marker so the sprite is shown on the HUD and no longer vanishes when out of range
  • Made lots of props static

The scrolling billboard not matching the baked cubemap is an interesting edge case, but I'm personally not too worried about it (I think it looks good at the right angles):
