26.1 Support

Adds full support for MoulConfig on 26.1, all this further needs is a bump to 26.1 on its release day though nothing is likely to change for MoulConfig (thus it could be merged as is).

Notes:

• Unimined does not have a release that actually supports 26.1 so a snapshot version has been used.
• The Access Widener's namespace is still named because Unimined does not support official thus you cannot use the run task. I don't think this is a deal breaking issue since downstream mods must make alternate arrangements for MoulConfig's AW anyways (as the library is intended to be used via shadowing).
• The Sk1er maven repo declaration was changed since it had connection issues when I was trying to update the libs.
