gdal_version.h is not found after the version update.
Seems to be related to this PDAL-issue: PDAL/PDAL#4886

It does work in the docker build fr Ubuntu without GUI because there GDAL is build from source too (as opposed to the build with GUI).

Can we skip this update and take the next one again, as I would expect the issue is fixed there? Alternatively we use this as an opprtunity to change the docker.yml action to use the same Dockerfile for Ubuntu both with and without GUI?
