This PR explores implementing a Sudo token (in earlier commits) and then tries to generalize the idea of access tokens in more recent commits. It is clear to me that this pattern is re-usable. But it isn't clear exactly how (and whether) to factor it out into a reusable piece.
This would also be useful, for example, for claiming royalties in #185
