Adds a link to the critic technical report — A Rubric-Supervised Critic from Sparse Real-World Outcomes — in both critic documentation pages:

  • SDK (sdk/guides/critic.mdx): Replaces the "technical report forthcoming" note with the actual arxiv link.
  • CLI (openhands/usage/cli/critic.mdx): Adds the paper reference in the "What is the Critic?" section.

Link to 'A Rubric-Supervised Critic from Sparse Real-World Outcomes'
(https://arxiv.org/abs/2603.03800) in both the SDK critic guide and the
CLI critic page.
