feat(marine-mode): finish forecast presentation

Summary

• finish the marine mode presentation pipeline from config through forecast presentation
• surface marine content in the main forecast fallback/html paths and daily forecast display
• add coverage for marine config persistence, presenter/html rendering, task scheduling, and model data detection
