Fix tier pricing parsing in upload dry-run

Previous Bug:
Running pipe upload-file tes.txt tes.txt --dry-run resulted in an error:

Error: error decoding response body

Caused by:
    invalid type: map, expected f64 at line 1 column 1

Changes:

• Updates upload-file --dry-run cost estimation to use tier prices directly from /getTierPricing server response.
• Removes all hardcoded fallback values for tier pricing, ensuring cost estimates are always accurate and reflect real-time server data.
• This change makes upload cost estimation more transparent and reliable.
